VT-9 - Title Only - Registration Not Required

There are circumstances when registration is not required, however the eligibility determination is made on a case by case basis. Registrants can request permission to obtain a title only by submitting the title only application with section B completed indicating the reason for the request. 

The County Clerk is authorized to approve a request for title only for the reasons indicated on the application if the requisite proof of ownership documentation is provided.  If a request does not apply to any of the reasons listed on section B of the form, an applicant can complete sections A and C of the form, and submit proper documentation and a letter stating the reason for requesting permission for title only to the County Clerk for authorization consideration from the Vehicle Services Division.
