If a salvage certificate was issued and the vehicle has never gone through the rebuilt process and is not 10 years or older it would need to go through the rebuilt process.
If there is a record of a Salvage Certificate being issued and the person attempting to title the vehicle cannot locate the owner on the state's system, then the certification of ownership process should be followed.
