RBLT-13 - Tennessee Computer System Shows a Salvage Record

The rebuilt process may be required when the state's computer system shows a salvage record. For example, a new owner of a Polaris doesn't have a title from a non-titling state, but the state's system shows a Tennessee salvage record. The new owner would need to go through the rebuilt process due to the salvage record.
