RBLT-2 - Pre-Certification Process Culminates in a Rebuilt Title

 Pre-certification is the process to convert a Salvage Certificate to a "Rebuilt" title.  Once a total loss of 75% or more of a vehicle's value is determined by the insurance company, a Salvage Certificate must be obtained.  See Application for Salvage or Non-Repairable Certificate. A Salvage vehicle cannot be driven on the roads until the pre-certification process has been completed.  If the Salvage Certificate has already been obtained, complete the Application for Motor Vehicle Identification Certification for Rebuilt Vehicles to complete the rebuilt process.
