GI-12 - Vehicle Transfer May be a Refinance, Not a Gift

The receipt of a vehicle that has a pre-existing lien is considered to be a "refinance" and not a "gift."  If there is a lienholder that needs to be noted on the title, a security agreement would need to be included in the submitted documentation.
