How many disabled placards and handicap plates are allowed?

Customers are limited to 2 disabled placards.  Regarding the plates, only one free disabled plate can be issued per registrant, if they qualify for the free one.  For the disabled plate the requires a fee, there is no limit on plates.

    I requested a 2nd placafor my slias ouined by TCA that was on website of county clerk. I was told my spouse had to be handicapped and apply for own card but if I had a child over 18, I could obtain second placard or if I had 2 cards regiin my name. I was also given number of someone in Nashville who stated same. I was also told only the Mayor could make a change regardless of what TCA mandated as they were governed by Tn Dept of Revenue.
    This made no sense. Why put the TCA code on website yet not be governed by it?
