Does the tire environmental fee apply to tires sold to governmental entities?

The tire environmental fee is imposed on the purchase of new motor vehicles by the state of Tennessee, or any other state, that are titled and registered in Tennessee. However, the tire environmental fee does not apply to purchases by the federal government. Therefore, dealers must collect the fee on all purchases by governmental entities unless the purchaser is the federal government.
