Is there a minimum purchase requirement in order to qualify for the government exemption from petroleum taxes?

No, there is no longer a minimum purchase requirement in order to receive the government petroleum tax exemption.  Effective March 23, 2016, the law was amended to remove the minimum purchase requirement.  Note that, prior to this date, the law required a government agency to purchase the petroleum products in lots of at least 500 gallons before it could receive the exemption, unless sold through a customer controlled pump.
